Handel Information Technologies has launched the new RiteTrack Elder Support Module, a configurable case management solution designed to help Tribal Elder Programs manage day-to-day services, case information, and reporting in one centralized system.

The new module provides an off-the-shelf starting point for common elder services workflows while allowing RiteTrack to be configured around each program’s terminology, processes, services, and reporting needs.

Tribal Elder Programs often manage a wide range of services and activities, from meals and transportation to caregiver support, referrals, in-home services, case management, and reporting. When that information is spread across spreadsheets, paper files, documents, shared drives, or other disconnected tools, staff may have to spend significant time compiling information and determining what services an elder or caregiver has received.

RiteTrack Elder Support is designed to bring that information together.

The module includes functionality for:

Nutrition services, including congregate and home-delivered meal tracking, meal counts, delivery information, dietary restrictions, nutrition education, and nutrition counseling.
Transportation, including ride and one-way trip tracking, pickup and destination information, appointment times, drivers, transportation calendars, and mobile access for recording transportation activity.
Elder Support case management, including person and case records, associated caregivers, documents, notes, status history, and referrals.
Caregiver Support case management, including associated elders, services, referrals, documents, notes, status history, and information needed for caregiver reporting.
Elder Supportive Services, including information and access services, outreach, case management, homemaker services, personal care and home health aide services, chore services, visits, telephone contacts, and social events.
Caregiver Support Services, including counseling, support groups, caregiver training, home modification and repair, homemaker and personal care services, and respite care.

A major focus of the new module is reporting. RiteTrack Elder Support is designed to generate the full Older Americans Act Title VI Program Performance Report (PPR), including Parts A/B and Part C. Program data maintained within RiteTrack can be combined with staff-entered narrative information required by portions of the report, helping programs organize the information needed for their reporting responsibilities. Some report fields may still require staff review or confirmation before export.

Additional operational and reporting tools include transportation calendars, meal delivery calendars organized by address, meal delivery approval and denial workflows, service lists for elders and caregivers, and supportive services statistics.

Beyond required reporting, centralizing this information can also give program staff and leadership a clearer view of who is being served, which services are being provided, and how often those services occur.

Artificial intelligence is increasingly becoming part of the conversation for Tribal governments, courts, probation departments, social service programs, and other public-sector agencies.

The possibilities are easy to see. AI can help summarize information, identify patterns, surface relevant data, and reduce some of the time staff spend sorting through large amounts of information.

But there is an important reality behind all of those possibilities:

AI is only as useful as the data it has to work with, especially when it comes to AI in case management.

For organizations managing complex cases, services, reporting requirements, and sensitive information, adopting AI is not simply a matter of adding a new technology. The usefulness of that technology depends heavily on how information is already being collected, organized, maintained, and understood.

Before AI can help make information easier to use, there needs to be information worth using.

Good AI Starts With Good Data

Case management environments produce a tremendous amount of information.

A single program may be tracking participant demographics, applications, case notes, assessments, services, referrals, appointments, payments, outcomes, documents, deadlines, and reporting requirements. Courts and justice agencies may also be managing hearings, charges, supervision requirements, testing, community service, sanctions, or other case-specific information.

The challenge is rarely a lack of data.

More often, the challenge is making sure that data is complete, consistent, accessible to the appropriate people, and structured in a way that allows it to be understood. AI does not automatically solve that underlying problem.

If information is missing, recorded differently from case to case, or spread across disconnected systems, the results produced from that information may also be incomplete or misleading.

Structure Matters

Some of the most valuable information in case management is found in narrative fields.

Case notes, assessments, contact logs, and other written documentation contain context that cannot always be captured through checkboxes or dropdown menus. That context matters, particularly in programs where every person and situation is different.

But structured information matters too.

Dates, service types, program statuses, eligibility determinations, demographic information, outcomes, and other clearly defined data points make it easier to consistently understand what is happening across a program.

The strongest data environments often need both.

Narrative information provides context. Structured information makes information easier to aggregate, filter, compare, and report.

That balance becomes especially important as organizations begin exploring AI.

An AI tool may be able to help a user understand a lengthy set of notes, for example, but an organization still needs consistent information behind the scenes if it wants to reliably analyze trends across hundreds of cases or determine whether reporting requirements are being met.

Consistency Is an Operational Issue, Not Just a Technology Issue

Data quality is often discussed as though it were primarily an IT responsibility.

In practice, it is closely tied to everyday program operations.

How do staff document services? Which fields are required? When should a case status change? Where should a particular piece of information be recorded? Are staff members using the same definitions? What happens when processes change?

Those decisions affect the quality of the information an organization can ultimately use.

Imagine a probation department in which officers use several different terms for the same type of contact. Or a social services program where some staff document referrals in a dedicated field while others mention them only in their case notes.

Each individual record may make sense to the employee who entered it. Across the organization, however, inconsistencies can make reporting and analysis significantly more difficult.

AI does not eliminate the need for clear processes. If anything, it increases the importance of them.

When organizations want technology to help summarize or surface information, consistency gives that technology a stronger foundation to work from.

Context Matters, Especially in Case Management

Data quality is not simply about having more information.

It is about having the right information, with enough context to understand what it means.

That distinction is particularly important in Tribal and public-sector programs.

A number on a report may represent a person receiving critical services. A case status may reflect a complicated legal or family situation. A case note may contain information about trauma, safety, health, finances, children, or other deeply personal circumstances.

These are not generic datasets.They represent people, families, communities, and decisions that can have significant consequences.

Any use of AI in case management therefore needs to account for more than whether a tool can technically process the information. Organizations also need to think carefully about who should be able to access information, what information is appropriate to use, how results are reviewed, and how existing privacy and governance requirements continue to be respected.

For Tribal Nations in particular, those considerations also intersect with Tribal data sovereignty and the Nation’s authority to determine how its information is collected, governed, accessed, and used.

Better technology should not mean giving up control of the information behind it.

Clean Data Does Not Mean Perfect Data

It would be unrealistic to suggest that an organization must have perfect data before it can benefit from AI in their case management system.

Case management is performed by people, and real-world programs are constantly changing. Staff members join and leave. Funding requirements evolve. New services are introduced. Workflows change. Historical records may have been collected differently than current records.

There will always be variation. The goal is not perfection.

The goal is to create enough structure and consistency that staff can trust the information they are using. That may mean establishing shared terminology, reducing unnecessary duplicate entry, reviewing which information is required, making sure staff understand where information should be documented, and periodically evaluating whether existing workflows still reflect how the program actually operates.

Those efforts are valuable regardless of whether AI is part of the conversation. AI simply gives organizations another reason to take them seriously.

AI Should Make Information More Useful, Not More Complicated

The most promising applications of AI in case management are not necessarily the most dramatic.

Often, the greatest value may come from helping staff work more effectively with information they already have.

That could mean making a large amount of case information easier to understand, helping users identify information that deserves attention, or making existing data more accessible for reporting and program management.

But those capabilities depend on a strong foundation.

When information is thoughtfully collected, consistently maintained, appropriately protected, and organized around the way a program actually works, AI has the potential to make that information more useful.

Without that foundation, adding AI risks introducing another layer of technology without solving the underlying information challenges.

As AI becomes increasingly common in case management and other government technology, organizations do not need to begin by asking how much AI they can add.

A better place to begin is with the information they already depend on every day.

Because whether the goal is better reporting, stronger program oversight, easier access to case information, or eventually using AI to help staff navigate that information, the same principle applies:

Behind every Elder Program report, there is real work happening.

But when it is time to explain that work to leadership, prepare for funding conversations, or show how much support the program is providing, it can be difficult to turn all of those day-to-day efforts into a clear picture.

Quinault Indian Nation Sacred Healing Journey Selects RiteTrack to Strengthen Victim Services Reporting

Handel Information Technologies is pleased to welcome the Quinault Indian Nation Sacred Healing Journey program as a new RiteTrack customer. Following a competitive RFP process, the program selected RiteTrack to modernize its case management and strengthen the collection, management, and reporting of victim services data.

Sacred Healing Journey receives funding through the Office for Victims of Crime (OVC) Tribal Set-Aside Program and the Office on Violence Against Women (OVW) Tribal Governments Program, each with distinct data collection and reporting requirements. The program’s existing system made preparing those reports a time-consuming process, requiring staff to supplement system-generated information with data from other sources and manual counting.

With reporting identified as a primary priority from the beginning of the search, the program sought a more user-friendly system that could help staff collect accurate information throughout their day-to-day work and make that data easier to access when reporting periods arrive.

August 2026 Update: Hualapai Tribe Expands RiteTrack Implementation

Since initially implementing RiteTrack for its Indian Child Welfare and Domestic Violence and Victim Advocacy programs, the Hualapai Tribe has expanded its use of the system to support its General Assistance program.

Previously, much of the program’s tracking and reporting was managed through paper records and Excel spreadsheets, requiring staff to manually compile information for reporting and ongoing participant management. Through the expanded RiteTrack implementation, the Tribe will be able to centralize participant information, documentation, Individual Service Plans (ISPs), eligibility information, payment tracking, and other program activity within one system.

The implementation will also include functionality tailored to the Tribe’s workflows, including tools for tracking program acceptance requirements and documentation, generating approval and claim letters, identifying participants approaching three-month redetermination, and documenting whether individuals are considered employable or unemployable. Staff will also be able to track efforts toward employability or maintain supporting medical documentation when applicable.

By bringing these processes into RiteTrack, the Hualapai Tribe can reduce manual administrative work, improve visibility into participant status and upcoming program requirements, and create a more consistent approach to managing General Assistance services and reporting.

Tribal Elder Programs provide a wide range of services that help elders stay connected, supported, and cared for in their communities. From meals and transportation to home visits, caregiver support, referrals, and case management, these programs often manage many moving pieces at once.

Each service provided tells part of the larger story of the program’s work. A meal delivery is not just a meal delivery. A ride to an appointment is not just a ride. A referral, home visit, caregiver support service, or case note may all become part of the information a program needs for reporting, planning, and understanding its impact. But when service information is tracked in different spreadsheets, paper files, calendars, documents, or shared drives, it can become harder to see the full picture. For programs still trying to organize information across multiple tools, this often connects back to a larger challenge: how to better manage Tribal elder program data without relying so heavily on spreadsheets.

Elder Program Services Are Often Connected

One of the challenges for Tribal Elder Programs is that services are rarely isolated from one another. An elder may receive home-delivered meals, transportation to medical appointments, information and assistance, and support through referrals or case management. Meals are one of the most visible services many Elder Programs provide. For some programs, this may include congregate meals, home-delivered meals, nutrition education, nutrition counseling, or other nutrition-related support.

At first, meal tracking may seem simple. Programs need to know how many meals were served or delivered. But in practice, there may be more information involved.

For example, staff may need to track:

Who received meals
Whether meals were congregate or home-delivered
How many total meals were served or delivered
Which household or address received home-delivered meals
What days meals were delivered
Who delivered the meals

This information can support reporting, but it can also help the program understand demand. If home-delivered meal requests are increasing, staff may need to adjust routes, staffing, funding plans, or communication with leadership. If congregate meal attendance changes, that may also tell the program something about access, participation, or community needs.

When meal data is organized, it becomes easier to see more than the total number of meals. It becomes easier to understand who is being served, how often support is being provided, and where needs may be growing.

Transportation Tracking Can Show Demand and Access Needs

Transportation is another important service for many Tribal Elder Programs. Elders may need rides to medical appointments, community activities, meal sites, program offices, or other important destinations. Transportation tracking can become complicated quickly, especially when staff are managing pickup locations, destinations, appointment times, drivers, recurring rides, return trips, and service totals.

A strong transportation tracking process should help programs understand:

Who received transportation
Where they were picked up
Where they were going
How often rides were provided
How many one-way trips were completed
Who provided the transportation
Whether transportation needs are increasing
Which destinations or appointment types are most common

This kind of information is useful for reporting, but it can also support day-to-day coordination. Staff may be able to better plan routes, identify scheduling patterns, understand demand, or explain transportation needs during funding and planning conversations.

Without organized tracking, transportation data can easily become scattered between calendars, notes, spreadsheets, and driver communication. That may work in the moment, but it can make it harder to review service history or report accurate totals later.

Supportive Services Need Context

Supportive services can include many different types of help, depending on the program and the services offered. This may include information and assistance, outreach, home visits, case management, referrals, homemaker services, chore services, telephone contacts, social events, or other forms of elder support.

Because supportive services can vary so much, they can be especially difficult to track consistently. For example, a staff member may document a home visit in one place, a referral in another, and a follow-up note somewhere else. Another staff member may track similar information differently. Over time, that can make it harder to understand how much support was actually provided.

Good supportive service tracking should help staff connect service activity back to the right elder, case, household, caregiver, or program area. It should also make it easier to review what happened before, what follow-up may be needed, and what information may need to be included in reports. That context matters. A service count can show how many times something happened, but service history can help explain the support behind the number.

Caregiver Support Should Not Be Overlooked

Caregiver support is another important part of the larger service picture. For programs connected to Title VI Part C, caregiver support may include services such as caregiver information, assistance accessing services, counseling, support groups, caregiver training, and respite care.

Tracking caregiver support can be challenging because the service may involve both the caregiver and the elder or individual receiving care. Programs may need to understand who the caregiver is, who they are connected to, what type of support was provided, how often support was delivered, and whether follow-up is needed. For many Tribal Elder Programs, reporting is one of the most important parts of program administration. It helps document the services being provided, supports accountability, and gives Tribal leadership, elders, and the broader community a clearer picture of the work being done.

But reporting can also be one of the most time-consuming parts of the job, especially when program information is spread across spreadsheets, paper files, documents, shared drives, calendars, or multiple disconnected systems. That is why Title VI PPR reporting is not just something to think about at the end of the year. It is something that is shaped by the way data is collected, organized, and maintained throughout the year.

What is Title VI PPR Reporting?

The Title VI Program Performance Report, often referred to as the Title VI PPR, is the annual report used by Title VI grantees to report program performance information. According to the Administration for Community Living, the Title VI PPR must be completed and submitted annually as required by the Older Americans Act. ACL also states that the PPR covers both Part A/B and Part C programs and is due within 90 days of the end of each budget period, though exceptions may apply. For Tribal Elder Programs, this means reporting may include information tied to nutrition services, supportive services, caregiver support, and other program activity connected to Title VI funding.
